These include issuing driving licenses, appointing vendors, managing parking services, facilitating toll collection through the Salik system, offering NOL services for bus, tram, and metro train passes, conducting vehicle testing, handling vehicle registration, enabling water taxi bookings, and issuing NOCs for trade license issuance.
For businesses engaged in transportation-related activities such as private taxis, car rentals, sales of new or pre-owned cars, commercial vehicles, or bikes, importation of cars or bikes, as well as car or bike modification workshops and garages, it is mandatory to obtain approval or a No Objection Certificate (NOC) from the RTA. These businesses can obtain licenses from the Department of Economic Development (DED) or any other relevant licensing authority only after obtaining the necessary approval from the RTA.

Following are the NOCs / permits issued by RTA
- NOC for New Trade License Request – Steps as stated below • Provide New company details (Initial approval from Licensing authority, location, activity, name of partner(s) / shareholder(s) & Manager) • Service fee is AED 5,000/- • Payment of the fees and upon approval, receive NOC / Permit
- Review Trade License Request- Steps as stated below • Organization search – Checking that the company registered under respective authority • Confirm Active application information – Checking on the company details provided in the review application • Service fees depends upon the activity under review • Payment of the fees and upon approval, receive NOC / Permit
- Modify Trade License Information – Need to follow the steps as mentioned above. service fee depends upon the nature of Modification of Trade license information.
- Update Trade License Information – Steps as stated below • Organization search • Filling the application with information on required updation on the Trade license • Service fee is not applicable as it is done free charge by the Authority • Select the Mode of delivery • Upon approval the NOC will be delivered to the applicant
- NOC for Renew Trade License Request – Steps as stated below • Organization Search • If no modifications / updations on the Trade license then file the renewal application with the previous information. • Service depends on the activity of the Trade license • Select the Mode of delivery • Upon approval the NOC will be delivered to the applicant
- NOC for Branding of Vehicle – Steps as stated below • Fill in the application with the details of the vehicle and nature of the advertising • Submit the Mulkia copy of the Vehicle • Submit the art work of the advertisement on the vehicle • Submit the graphic images of the vehicle (pre/post advertisement) • Service fee depends on the branding activity • If the advertisement is as per the UAE laws it will approved and NOC / Permit will be issued.
Apart from above the RTA also issues permits for hosting of events and functions as and when required by the respective departments such as DED, DTCM, and Dubai Police etc.
Note: For NOCs / Permit the RTA reserves the right to demand for additional documents wherever required within the stipulated time from the applicant, failure to produce such documents may result in automatic cancellation if the application.
